Within all versions of Quicklaunch there is an option to set Quicklaunch in the background instead of the desktop. Additionally, with lockdown mode you can prevent users for utilizing the start menu, task manager and more.
Dynamic – when an action tile is pressed the Quicklaunch main screen moves to toolbar/dockview mode
Fixed - Quicklaunch Remains in place at all times
Pinnable – Used with Flat mode Quicklaunch has the option to be minimized
Go to setting Ctrl - Alt - S
1) Choose Display
2) Choose Fullscreen
3) Choose Screen ID
Set Options
4)Choose Layout -> Flat (or Tabbed)
5) Behavior -> Fixed
6) Layer -> Always on bottom or normal
7) Save
