In quicklaunch the clock can be configured to support a 24 hour or 12 hour clock:
1. Select setting <CTRL-ALT-S>
On the System tab, General you will see "Use 24 Hour Clock" and "Display Leading Zero in all Clocks". The default for quicklaunch is a 12 hour clock without leading zeros.
